A Type J paper bag for the Royal tank vacuum, model 2419, sold individually from bulk stock as part 1401403001. The same bag is available in a three-pack under part 3040447001 if you would rather buy a set.
The bag is the vacuum's primary filter, not just a container. Paper media traps dust across its whole surface as air passes through, and the collar has to seal properly against the mount or fine dust escapes into the machine and out with the exhaust.
The reason to change a bag early is airflow. Once the media loads up, suction falls away and the motor works harder against the restriction, which shortens its life. Two-thirds full is the point to swap, well before the bag feels solid. Check that your Royal takes a Type J collar before ordering, as tank bags vary between models.
