Power heads live a harder life than the bodies they attach to. Everything inside one is subject to the brush roll's vibration, and the washers backing its fasteners take that punishment continuously until they lose their flatness. Once that happens the screw above settles a fraction, clamping force drops, and the assembly starts to knock — which is usually the noise that brings the head to the bench in the first place. Renewing the washers as a set during a rebuild is a few minutes of work that keeps the head quiet for its next several years of use. Doing them piecemeal, on the other hand, means going back into the same housing twice.
